== Expectation of Conduct ==&lt;br /&gt;
All service members of the NCRA are expected to uphold the principles stated in their oath of enlistment or commissioning. &lt;br /&gt;
&lt;br /&gt;
* To bear allegiance to the New California Republic and its Constitution.&lt;br /&gt;
* To support and defend the New California Republic against all enemies, foreign and domestic.&lt;br /&gt;
* To obey all lawful orders of the President of the New California Republic and all lawful orders issued by superior officers.&lt;br /&gt;
* To preserve the good order, discipline, and reputation of the New California Republic Army.&lt;br /&gt;
* To protect NCR citizens and property where reasonably possible.&lt;br /&gt;
&lt;br /&gt;
All personnel, whether on or off duty, are expected to obey the laws of the New California Republic.&lt;br /&gt;
&lt;br /&gt;
This includes prohibitions against:&lt;br /&gt;
&lt;br /&gt;
* Slavery.&lt;br /&gt;
* Unlawful gambling.&lt;br /&gt;
* Drug abuse.&lt;br /&gt;
* Public intoxication.&lt;br /&gt;
* Disorderly conduct.&lt;br /&gt;
* Theft.&lt;br /&gt;
* Unlawful violence.&lt;br /&gt;
* Cooperation with hostile forces.&lt;br /&gt;
&lt;br /&gt;
All on-duty personnel are expected to wear the proper NCRA uniform while conducting military operations or performing military duties unless otherwise authorized by Command.&lt;br /&gt;
&lt;br /&gt;
Failure to comply with these standards may result in Judicial or Non-Judicial Punishment.&lt;br /&gt;
&lt;br /&gt;
All members of the NCRA may be tried by Court Martial for sufficiently serious offenses.&lt;br /&gt;
&lt;br /&gt;
== Articles of Command ==&lt;br /&gt;
&#039;&#039;&#039;Article 1 - Lawful Authority&#039;&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
All personnel shall obey lawful orders issued by Officers, Non-Commissioned Officers, Military Police, Provost personnel, or any other person properly empowered by NCR law or military regulation.&lt;br /&gt;
&lt;br /&gt;
An order requiring personnel to knowingly commit an unlawful act shall not be considered lawful.&lt;br /&gt;
&lt;br /&gt;
Personnel are not required to obey an unlawful order.&lt;br /&gt;
----&#039;&#039;&#039;Article 2 - Individual Responsibility&#039;&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
Rank does not excuse criminal conduct.&lt;br /&gt;
&lt;br /&gt;
Personnel who issue an unlawful order may be charged with:&lt;br /&gt;
&lt;br /&gt;
* The offense resulting from that order.&lt;br /&gt;
* Abuse of Authority.&lt;br /&gt;
* Any other applicable offense.&lt;br /&gt;
&lt;br /&gt;
Personnel who knowingly carry out an obviously unlawful order may also be held responsible.&lt;br /&gt;
----&#039;&#039;&#039;Article 3 - Attempt, Conspiracy, and Assistance&#039;&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
Attempting to commit an offense, conspiring to commit an offense, knowingly assisting another person in committing an offense, or deliberately concealing participation in an offense may be punished under the same category as the attempted offense.&lt;br /&gt;
&lt;br /&gt;
Punishment should take into consideration whether the offense was successfully completed.&lt;br /&gt;
----&#039;&#039;&#039;Article 4 - Command Responsibility&#039;&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
Officers and NCOs are responsible for maintaining discipline among personnel under their authority.&lt;br /&gt;
&lt;br /&gt;
Command personnel who knowingly permit serious criminal conduct and fail to reasonably prevent, stop, or report that conduct may be charged with &#039;&#039;&#039;Neglect of Duty&#039;&#039;&#039;, &#039;&#039;&#039;Abuse of Authority&#039;&#039;&#039;, or another appropriate offense.&lt;br /&gt;
----&#039;&#039;&#039;Article 5 - Military Necessity&#039;&#039;&#039;&lt;br /&gt;
Command authority may be expanded during combat, emergencies, attacks upon NCR installations, or other extraordinary circumstances.&lt;br /&gt;
Military necessity does not authorize:&lt;br /&gt;
&lt;br /&gt;
* Torture.&lt;br /&gt;
* Arbitrary execution.&lt;br /&gt;
* Personal retaliation.&lt;br /&gt;
* Theft for personal gain.&lt;br /&gt;
* Deliberate attacks against protected civilians.&lt;br /&gt;
* Obviously unlawful orders.&lt;br /&gt;

== Chain of Command ==&lt;br /&gt;
&lt;br /&gt;

The Army Chain of Command determines who holds general authority over the battalion.&lt;br /&gt;
&lt;br /&gt;
Command shall normally pass to the highest-ranking appropriate member of the chain of command.&lt;br /&gt;
&lt;br /&gt;
Where no normal Command Officer is available, an appropriately senior member of the Military Police, Medical Department, or Ranger detachment may temporarily assume the position of &#039;&#039;&#039;Acting Commander&#039;&#039;&#039; where necessary for continued operation of the installation.&lt;br /&gt;

=== Judicial Punishment ===&lt;br /&gt;
Judicial Punishment is imposed following conviction during a Court Martial or Military Tribunal.&lt;br /&gt;
&lt;br /&gt;
It is generally reserved for Major, Capital, and War Crime offenses.&lt;br /&gt;
&lt;br /&gt;
Judicial punishments may include:&lt;br /&gt;

=== Non-Judicial Punishment ===&lt;br /&gt;
Non-Judicial Punishment is intended to resolve minor disciplinary matters without requiring a Court Martial.&lt;br /&gt;
&lt;br /&gt;
It may be administered by authorized NCOs and Officers.&lt;br /&gt;
&lt;br /&gt;
Punishment must remain proportional to the offense and may not be unusually cruel, dangerous, or arbitrarily imposed.&lt;br /&gt;
&lt;br /&gt;
Non-Judicial Punishment may include:&lt;br /&gt;
&lt;br /&gt;
* Verbal reprimand.&lt;br /&gt;
* Written reprimand.&lt;br /&gt;
* Forfeiture of Pay.&lt;br /&gt;
* Extra Duty.&lt;br /&gt;

* Diminished Rations where medically safe.&lt;br /&gt;
* Confinement to Base.&lt;br /&gt;

* Temporary confiscation of issued equipment.&lt;br /&gt;
* Loss of Rank with approval from a Lieutenant or higher.&lt;br /&gt;

Officers and NCOs may create other reasonable disciplinary measures where appropriate.&lt;br /&gt;
&lt;br /&gt;
== Criminals and Prisoners of War ==&lt;br /&gt;
Individuals held by the NCRA generally fall into one of three categories:&lt;br /&gt;
&lt;br /&gt;
* Criminal.&lt;br /&gt;
* Military Detainee.&lt;br /&gt;
* Prisoner of War.&lt;br /&gt;
&lt;br /&gt;
=== Criminals ===&lt;br /&gt;
Criminals are persons not acting as members of a military organization presently in a state of war with the NCR who are reasonably believed to have committed an offense against NCR law.&lt;br /&gt;
&lt;br /&gt;
This may include persons who have:&lt;br /&gt;
&lt;br /&gt;
* Broken NCR law inside NCR-controlled territory.&lt;br /&gt;
* Committed terrorism against NCR citizens or personnel.&lt;br /&gt;
* Deliberately undermined NCR military operations.&lt;br /&gt;
* Destroyed NCR property.&lt;br /&gt;
* Stolen NCR property.&lt;br /&gt;
* Attacked NCR citizens or military personnel.&lt;br /&gt;
&lt;br /&gt;
Criminals shall be treated humanely.&lt;br /&gt;
&lt;br /&gt;
They shall be provided reasonable access to:&lt;br /&gt;
&lt;br /&gt;
* Food.&lt;br /&gt;
* Water.&lt;br /&gt;
* Clothing.&lt;br /&gt;
* Shelter.&lt;br /&gt;
* Necessary medical treatment.&lt;br /&gt;
&lt;br /&gt;
Prisoners who remain non-resistant may not be deliberately harmed.&lt;br /&gt;
&lt;br /&gt;
Non-lethal force may be used where reasonably necessary to control resistance or attempted escape.&lt;br /&gt;
&lt;br /&gt;
Lethal force may be used where the prisoner creates an immediate threat of serious injury or death.&lt;br /&gt;
&lt;br /&gt;
Prisoners may perform manual or menial labor but may not be deliberately assigned inhumane or lethally hazardous labor.&lt;br /&gt;
&lt;br /&gt;
=== Military Detainees ===&lt;br /&gt;
A Military Detainee is a person temporarily held due to an immediate security, operational, investigative, or intelligence concern.&lt;br /&gt;
&lt;br /&gt;
Detention itself is not punishment.&lt;br /&gt;
&lt;br /&gt;
The person&#039;s status should be determined by Command or Military Police as soon as reasonably practical.&lt;br /&gt;

Prisoners of War are members of an organization, nation, faction, or army presently engaged in hostilities against the NCR.&lt;br /&gt;
&lt;br /&gt;

POWs may perform reasonable manual labor.&lt;br /&gt;
&lt;br /&gt;
POWs may not be executed, exchanged, released, or transferred without authorization from the Commander, Acting Commander, High Command, or another authority specifically empowered to authorize such action.&lt;br /&gt;
&lt;br /&gt;
Any Commander ordering an execution, exchange, or transfer for personal, retaliatory, corrupt, or otherwise unlawful reasons may be held criminally responsible.&lt;br /&gt;

=== Misdemeanor (MR) ===&lt;br /&gt;
Misdemeanors are crimes or disciplinary violations which generally do not directly or seriously hinder the capabilities of the NCRA.&lt;br /&gt;

Misdemeanors normally result in Non-Judicial Punishment. Repeated or aggravated Misdemeanors may be elevated to a Major Offense.&lt;br /&gt;

|Deliberately consuming alcohol while actively performing military duties.&lt;br /&gt;

|Participating in unauthorized gambling while on duty or within an NCRA installation.&lt;br /&gt;
|-&lt;br /&gt;
|&#039;&#039;&#039;Fraternization on Duty&#039;&#039;&#039;&lt;br /&gt;
|Maintaining an inappropriate relationship between a commissioned officer and subordinate where the relationship interferes with discipline or creates favoritism.&lt;br /&gt;

|&#039;&#039;&#039;Fraternization with the enemy&#039;&#039;&#039;&lt;br /&gt;
|Maintaining unnecessarily friendly or familiar relationships with members of hostile organizations without legitimate military purpose.&lt;br /&gt;
|-&lt;br /&gt;
|&#039;&#039;&#039;Undisciplined Behavior&#039;&#039;&#039;&lt;br /&gt;
|Conduct substantially contrary to ordinary military discipline or good order.&lt;br /&gt;

|&#039;&#039;&#039;Disrespect to Uniform&#039;&#039;&#039;&lt;br /&gt;
|Refusing or failing to properly wear the appropriate NCRA or NCRR uniform without authorization.&lt;br /&gt;

|&#039;&#039;&#039;Theft&#039;&#039;&#039;&lt;br /&gt;
|Knowingly taking another person&#039;s property or NCR property without authorization.&lt;br /&gt;
|-&lt;br /&gt;
|&#039;&#039;&#039;Away Without Official Leave (AWOL)&#039;&#039;&#039;&lt;br /&gt;
|Leaving an assigned installation, post, patrol, or duty without authorization or required notification.&lt;br /&gt;

|&#039;&#039;&#039;Disrespecting a Superior Officer (DASO)&#039;&#039;&#039;&lt;br /&gt;
|Serious or deliberate disrespect toward a Commissioned Officer while they are carrying out their lawful duties. This includes severe verbal abuse, threats, deliberate humiliation, repeated contemptuous conduct, or openly undermining their authority in a manner that damages military discipline. Ordinary disagreement, criticism, or questioning an order does not by itself constitute this offense.&lt;br /&gt;

|&#039;&#039;&#039;Insubordination, Minor&#039;&#039;&#039; &lt;br /&gt;
|Knowingly refusing a lawful order without causing serious operational harm. &lt;br /&gt;
|-&lt;br /&gt;
|&#039;&#039;&#039;Substance Abuse&#039;&#039;&#039;&lt;br /&gt;
|Abusing Jet, Turbo, or similar substances, including while off duty. Medical evaluation should normally occur before punishment. Authorized use of combat stimulants is exempt.&lt;br /&gt;

|&#039;&#039;&#039;Disorderly Conduct&#039;&#039;&#039;&lt;br /&gt;
|Fighting, causing disturbances, reckless conduct, or similar behavior substantially disrupting military operations.&lt;br /&gt;

|&#039;&#039;&#039;Unauthorized Use of Equipment&#039;&#039;&#039;&lt;br /&gt;
|Using military equipment for personal purposes without authorization.&lt;br /&gt;

|&#039;&#039;&#039;Failure to Report&#039;&#039;&#039;&lt;br /&gt;
|Knowingly failing to report for an assigned duty, formation, or post without reasonable excuse.&lt;br /&gt;

=== Major Offense (MO) ===&lt;br /&gt;
&#039;&#039;&#039;Major Offenses are to be considered crimes&#039;&#039;&#039; that directly hinder the capabilities of the NCRA, while also not being jarring enough to warrant execution. &lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Punishment for these crimes usually consists of detention&#039;&#039;&#039;, suspension of responsibilities, long term restrictions, hard labor and demotion. &#039;&#039;&#039;Demotion&#039;&#039;&#039; requires permission from a Commissioned Officer.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Other punishments of similar severity can be employed&#039;&#039;&#039;, at the discretion of the person delivering the punishment.&lt;br /&gt;

|Using force or threats to unlawfully obtain property.&lt;br /&gt;

No Officer may terminate a lawful Provost investigation merely because the investigation concerns themselves or personnel under their command.&lt;br /&gt;
&lt;br /&gt;
== Executions ==&lt;br /&gt;
Execution is an extraordinary punishment and shall be used sparingly. Execution remains subject to applicable server rules concerning [[Rules|Round Removal]]. Execution must possess substantial In-Character justification.&lt;br /&gt;
&lt;br /&gt;
Personnel should not be executed merely because:&lt;br /&gt;
&lt;br /&gt;
* They are personally disliked.&lt;br /&gt;
* They insulted Command.&lt;br /&gt;
* They attempted escape.&lt;br /&gt;
* Their continued detention is inconvenient.&lt;br /&gt;
* They committed a minor offense.&lt;br /&gt;
* A superior wishes to punish them quickly.&lt;br /&gt;
&lt;br /&gt;
Where reasonably possible, Military Police are expected to attempt continued detention before determining that execution is necessary.&lt;br /&gt;
&lt;br /&gt;
This may include:&lt;br /&gt;
&lt;br /&gt;
* Increased restraint.&lt;br /&gt;
* Solitary confinement.&lt;br /&gt;
* Relocation.&lt;br /&gt;
* Increased guard.&lt;br /&gt;
* Removal of dangerous equipment.&lt;br /&gt;
&lt;br /&gt;
Military Police may carry out emergency execution where a prisoner has become genuinely impossible to safely detain and presents a continuing serious threat.&lt;br /&gt;

Execution may also occur under extraordinary circumstances with approval from the Commander or High Command.&lt;br /&gt;
&lt;br /&gt;
All executions require a post-mortem report to High Command.&lt;br /&gt;

* Identity of the executed individual.&lt;br /&gt;

== Dress Code ==&lt;br /&gt;
All on-duty personnel are expected to follow NCRA uniform regulations. &lt;br /&gt;
&lt;br /&gt;
Personnel shall wear the appropriate uniform:&lt;br /&gt;

* While on duty.&lt;br /&gt;
* While on post.&lt;br /&gt;
* During military operations.&lt;br /&gt;
* While formally representing the NCRA.&lt;br /&gt;
&lt;br /&gt;
Personnel may not substantially alter or remove their uniform without authorization from the Commander or Acting Commander unless emergency circumstances reasonably require it.&lt;br /&gt;
&lt;br /&gt;
Every soldier shall be provided the appropriate uniform for their rank and specialization where supplies permit.&lt;br /&gt;
&lt;br /&gt;
The Commander may authorize modifications due to:&lt;br /&gt;
&lt;br /&gt;
* Combat conditions.&lt;br /&gt;
* Weather.&lt;br /&gt;
* Medical requirements.&lt;br /&gt;
* Operational necessity.&lt;br /&gt;
* Equipment limitations.&lt;br /&gt;
&lt;br /&gt;
Personnel shall remain reasonably identifiable as members of the NCRA unless participation in an authorized covert operation requires otherwise.&lt;br /&gt;
&lt;br /&gt;
Once exceptional conditions cease, ordinary uniform regulations shall resume.&lt;br /&gt;
&lt;br /&gt;
== Hair ==&lt;br /&gt;
Hair shall be reasonably groomed.&lt;br /&gt;
&lt;br /&gt;
Hair may extend beyond the shoulder blades where it can be secured in a ponytail, braid, or bun and does not interfere with military equipment.&lt;br /&gt;
&lt;br /&gt;
Hair shall not interfere with:&lt;br /&gt;

* Helmets.&lt;br /&gt;
* Covers.&lt;br /&gt;
* Gas masks.&lt;br /&gt;

* Communications equipment.&lt;br /&gt;

Hair shall ordinarily remain a natural human color. Dyes, tints, or bleach may be used where the resulting color remains reasonably natural. Unnatural colors may be prohibited where they materially detract from identification or professional military appearance.&lt;br /&gt;

Helmets and covers may be removed indoors where appropriate.&lt;br /&gt;
&lt;br /&gt;
== Hygiene ==&lt;br /&gt;
Military personnel shall maintain reasonable personal hygiene whenever conditions allow.&lt;br /&gt;

Personnel are expected to remove or clean:&lt;br /&gt;

* Broken NCR law inside NCR-controlled territory.&lt;br /&gt;

* Stolen NCR property.&lt;br /&gt;

== Executions ==&lt;br /&gt;
Execution is an extraordinary punishment and shall be used sparingly. Execution remains subject to applicable server rules concerning [[Rules|Round Removal]]. Execution must possess substantial In-Character justification.&lt;br /&gt;

Personnel should not be executed merely because:&lt;br /&gt;
&lt;br /&gt;
* They are personally disliked.&lt;br /&gt;
* They insulted Command.&lt;br /&gt;
* They attempted escape.&lt;br /&gt;
* Their continued detention is inconvenient.&lt;br /&gt;
* They committed a minor offense.&lt;br /&gt;
* A superior wishes to punish them quickly.&lt;br /&gt;

Where reasonably possible, Military Police are expected to attempt continued detention before determining that execution is necessary.&lt;br /&gt;
&lt;br /&gt;
This may include:&lt;br /&gt;
&lt;br /&gt;
* Increased restraint.&lt;br /&gt;
* Solitary confinement.&lt;br /&gt;
* Relocation.&lt;br /&gt;
* Increased guard.&lt;br /&gt;
* Removal of dangerous equipment.&lt;br /&gt;
&lt;br /&gt;
Military Police may carry out emergency execution where a prisoner has become genuinely impossible to safely detain and presents a continuing serious threat.&lt;br /&gt;
&lt;br /&gt;
Execution may also occur under extraordinary circumstances with approval from the Commander or High Command.&lt;br /&gt;
&lt;br /&gt;
All executions require a post-mortem report to High Command.&lt;br /&gt;

At minimum, the report shall state:&lt;br /&gt;
&lt;br /&gt;
* Identity of the executed individual.&lt;br /&gt;
* Date and approximate time.&lt;br /&gt;
* Location.&lt;br /&gt;

* Method of execution.&lt;br /&gt;
* Personnel involved.&lt;br /&gt;

== Dress Code ==&lt;br /&gt;
All on-duty personnel are expected to follow NCRA uniform regulations. &lt;br /&gt;
&lt;br /&gt;
Personnel shall wear the appropriate uniform:&lt;br /&gt;

* While on duty.&lt;br /&gt;
* While on post.&lt;br /&gt;
* During military operations.&lt;br /&gt;
* While formally representing the NCRA.&lt;br /&gt;
&lt;br /&gt;
Personnel may not substantially alter or remove their uniform without authorization from the Commander or Acting Commander unless emergency circumstances reasonably require it.&lt;br /&gt;

Every soldier shall be provided the appropriate uniform for their rank and specialization where supplies permit.&lt;br /&gt;
&lt;br /&gt;
The Commander may authorize modifications due to:&lt;br /&gt;

* Combat conditions.&lt;br /&gt;
* Weather.&lt;br /&gt;
* Medical requirements.&lt;br /&gt;

* Equipment limitations.&lt;br /&gt;

Personnel shall remain reasonably identifiable as members of the NCRA unless participation in an authorized covert operation requires otherwise.&lt;br /&gt;

Once exceptional conditions cease, ordinary uniform regulations shall resume.&lt;br /&gt;

== Hair ==&lt;br /&gt;
Hair shall be reasonably groomed.&lt;br /&gt;

Hair may extend beyond the shoulder blades where it can be secured in a ponytail, braid, or bun and does not interfere with military equipment.&lt;br /&gt;

Hair shall not interfere with:&lt;br /&gt;

* Covers.&lt;br /&gt;

Hair shall ordinarily remain a natural human color. Dyes, tints, or bleach may be used where the resulting color remains reasonably natural. Unnatural colors may be prohibited where they materially detract from identification or professional military appearance.&lt;br /&gt;

Helmets and covers may be removed indoors where appropriate.&lt;br /&gt;
