Built on the doctrines of Caesar himself, the Legion rejects the degeneracy of the Old World and the weakness of those who cling to its remnants.

Caesar is dead. The fire that forged the Legion has gone out. What survives the cooling will prove whether the work was real.

The Legion's presence in this region belongs to the Noxa Column, commanded by Augustus Verus Caldius. They have held the Bonneville Salt Flats for three years. They will continue to hold it.

History and Current Affairs
The Death of Caesar
Caesar is gone. What he left behind is not grief - it is a question: what was built here, and does it stand without him? The Legion was designed to outlast its founder. Whether it does so depends entirely on the character of those who remain.

The Claim of Lacerta
Before his death, Caesar named no successor publicly. A man named Lacerta moved the moment Caesar fell. He destroyed the record of succession. He killed the witness. He put on the Laurels. These are not the actions of a man who was named. A man who was named has no reason to do any of that. Lacerta is a pretender.

The Noxa Column's Position
The Noxa Column marches under Augustus Verus Caldius, who delegates many of his tasks to his right-hand man, the Legate Jesicus. Together, they oversee the Legion's activities in the Wendover region, and seek to guide it to greater power and glory.

The Salt Column holds Wendover and the Bonneville Salt Flats, anchored along the I-80 corridor at the Utah-Nevada line. The flats offer no cover, no comfort, and no room for self-deception. This position commands the approach from the west. Lacerta's eventual advance from New Vegas runs through this ground.<blockquote style="background:#111; border-left:4px solid #9B1111; margin:0.8em 2em; padding:0.6em 1em; color:#c08080; font-style:italic;">"The Salt Column has held this ground in conditions that would have broken a lesser force. We will continue to hold it. Ave. - Deceased Legate Ferro Maro, Salt Column, Caesar's Legion"</blockquote>

The Code of the Legion
Every Legionary, from the freshest Recruit to the Centurion himself, is bound by the will of Caesar. These are not suggestions - they are the sinew that holds the Legion together.

The full Legion law code can be found here: Legion law code
Command Structure
The Legion operates through an unbroken chain of command. Authority flows downward. Obedience flows upward. There is no middle ground. All ranks should be presumed to be open to men only, unless stated otherwise.

Command
style="background:#2a0a0a; color:#ff8080; padding:6px; width:20%;" |Rank
style="background:#2a0a0a; color:#ff8080; padding:6px;" |Role
style="color:#ff8080; font-weight:bold;" |Legate
Command all Legion military operations in the region. Strategic decisions - troop movements, alliances, subjugation of factions - are yours. Caesar's will is expressed through you.
Centurion
Lead combat operations. Execute the Legate's strategy in the field; commands the camp in full. His word is law within it, superseded only by the Legate.
Optio
The Centurion's right-hand man. Speak for the Legion. Manage diplomacy and faction relations, carry out the Centurion's orders to the letter, and work to organize the rabble. Be ready to step up and lead the column in the Centurion's absence.
Veteran Decanus
Senior officer. Commands Veterans, Primes, and Legionaries in the field; answers directly to the Centurion.
Prime Decanus
Commands Prime Legionaries and below. Carry out orders from above without question.
Recruit Decanus
Junior officer responsible for managing and shaping newly inducted Legionaries. Lead a contubernium; follow orders without hesitation.

Line Ranks
Veteran Legionnaire
A hardened, proven Legionary. Expected to lead the charge against the foe and pick up the pieces of battlefield command when necessary. Fight, survive, and serve as the example your younger brothers are measured against.
Prime Legionnaire
A capable, seasoned Legionary who has demonstrated their worth. Execute orders. Fight as directed. Protect your brothers.
Legionnaire
A Legionary of the rank and file. Follows the orders of all Decani, the Centurion, and those above. Discipline at all times.

Specialized Roles
style="background:#2a0a0a; color:#ff8080; padding:6px;" |Role
Explorer
Scout the region. Gather intelligence. Track persons of interest. Operates with more autonomy than line Legionaries - ranging ahead to assess threats, working alone or in pairs. Open to men and women.
Frumentarii
Agents of intelligence and infiltration. Infiltrate, observe, and report. Sow discord among the Legion's enemies. Eliminate high-value targets when ordered. The Frumentarii do not exist - and that is the point. Open to men and women.
Houndmaster
Responsible for the Legion's war dogs and their deployment in battle and scouting. Animals are Legion assets; care for them accordingly. Open to men and women.
Vexillarius
Carry the Legion's standard. Rally brothers, maintain cohesion under fire, and protect the standard at all costs. Where you stand, the Legion stands.

Camp Roles
style="background:#2a0a0a; color:#ff8080; padding:6px; width:20%;" |Role
style="background:#2a0a0a; color:#ff8080; padding:6px;" |Role
Forgemaster
The undisputed masters of all the Legion's workbenches and forges. Any requests for weapons, armor, or ammunition should go through the Forgemaster first. They are expected to equip the Legion to the best of their ability and inform their Column of material shortages.
Priestess of Mars
The upholders of the Cult of Mars, Priestesses are expected to minister to the men and women of the Legion and kindle their faith in the god of war. Generally expected to manage affairs within the camp, break new slaves, and oversee Auxilia. The Cult of Mars accepts only women into it's ranks.
Auxilia
The crucial back-line role that provides all the essential support the Legion requires to operate. Respected as Doctors, Healers, Forgeworkers, Gardeners, and Slavetenders, and expected to fight in defense of the Legion when necessary. Open to men and women.
Slave
The lowest station. Slaves serve all above them and are marked by collar and tattoo. Put to work farming, cooking, mining, crafting, and healing. Faithful labor is protected; insubordination is punished up to crucifixion. Loyal slaves may in time be elevated to true members of the Legion.

Medical Provisions
The Legion rejects the chemical degeneracy of the Old World. The body is a weapon; to poison it with manufactured substances is to dishonor Caesar. However, this is made optional via the active playing Centurion in how they exactly follow.
style="background:#2a0a0a; color:#ff8080; padding:6px; width:15%;" |Status
style="background:#2a0a0a; color:#ff8080; padding:6px;" |Substance
style="color:#88cc88;" |Permitted
Healing Powder / Poultice, Regenerative Mesh, Mourning Poultice, Ephedra (Ephi), Charcoal, Saline Glucose, Mannitol / Neurine, Brahmin Milk, Cleansing Powder, Bitterdrink, Antidote
style="color:#cc6666;" |Forbidden
Morphine, Rad-Away, Rad-X, Stimpaks, Brute/Burn Patches, Med-X, Jet, Buffout, Psycho, Hydra, Alcohol, Tobacco
Prisoners and Slaves
Prisoners taken in the field are a resource to be managed with intelligence and purpose, not simply disposed of. A prisoner may serve as leverage, a labor source, an intelligence asset, or a candidate for eventual service. Officers are expected to exercise judgment. Crucifixion is available as a sentence - but it is NOT the first punishment to be used against offenders.

Slaves within the camp serve at the pleasure of Caesar's Legion and are under the protection of its members, provided they conduct themselves with obedience and humility. They are not to be abused arbitrarily - the Legion requires their labor and cooperation. Insubordination, refusal to work, or disrespect toward Legionaries will be met with appropriate consequences.

Relations
By server rules, every faction begins the round as 'neutral' to each other. The below table is purely for lore reference and shouldn't be an excuse to kill any member of any faction on sight.
+
Faction
Standing
Notes
Brotherhood of Steel
Tense
The Brotherhood's obsession with degenerate pre-war technology is matched only by their persistent isolationism. The Legion sneers at their methods and means, but usually has greater rivals to deal with in the Wendover region.
New California Republic
Tense
The NCR and Legion are ideologically opposed on almost every issue. This, in combination with a long and storied history of conflict between the two factions, leads to a deep enmity that often spirals into open conflict. Only seen cooperating against a bigger, common, enemy.
Followers of the Apocalypse
Tense
The Followers credo of pacifism and mutual aid to even the weakest of the Wasteland is seen as pure folly by the Legion.
Townsfolk
Neutral
The Bazaar is something the Legion has seen a thousand times before - a valuable wasteland trading town, ripe for annexation and subjugation. Until that time comes, however, the Legion must be cautious in their dealings with the locals, lest they turn to the NCR for aid.
Wastelanders
Neutral
Wastelanders are often purposeless vagrants who indulge in chems and other degenerate activities, but they can also provide the Legion with valuable trade, information, and services. The Legion is just as likely to take a Wastelander as a Slave as they are to engage fairly with them.
Vault Dwellers
Tense
Vault Dwellers are coddled by their pre-war homes and often cling to advanced technology to protect them whenever they venture out into the Wastes. The Legion is only too happy to prove to them that the Wasteland is a cruel, hostile place.
Wasteland Tribes
Tense
The Legion has conquered 87 tribes. The Yuma are all too likely to become the 88th.
Outlaws
Tense
Raiders, thieves and slavers. The first two are punished harshly under Legion law, while the third is often greeted as a valued friend offering useful wares.

The following is the codification of the law of the Legio as convened by a council of Centurions and Priestesses of Mars under the guidance of the Legatus Jesicus Evileenie and approved by the Augustus Verus Caldius. True to Mars.

=== LEGAL DEFINITIONS ===

Legio - All land which falls under the control of the children of Mars, loyal to the god of bellum and his Augustus, and all those who fight or preach in the name of Mars.

Plebian - any adult person who lives within the land of the Legio and pays tribute but does not fight for Mars or live and march with Legio Bellatores. This includes people living in tribute towns and Caravaneers given the right to trade in Legio land.

Dissolute - any person who lives outside of Legio land and does not follow Mars.

Servus - property, they are those whose duty is to serve and obey their masters. All children under 18, women, and monstrum are considered servus by default.

Monstrum - any non-human who has the intelligence to speak and act as a human does.

Legionary - Member of the Legion directly within its command structure.

Sins - any act considered an affront to Mars

Civil and Military law - Civil governments are the laws and rulers of those towns that pay tribute to the Legio, and any Legio officer assigned to oversee them. Military, or ‘legio’ government is the rule of and by the Bellatores of Mars directly.

CRIMINAL CODE
The following laws apply overall to both Legionaries and Plebeians. Servii and Monstrum are irrelevant, as they are property.

Murder of a Plebian - the illegal killing of a Plebeian without just cause, such as in self-defense, or in preventing degeneracy.

Murder of a Legionary - The illegal killing of any Legionary. The killing of women who perform duties adjacent to bellum - such as Auxiliary, Frumentarii, and Explorers is to be treated for all intents and purposes as killing of a Legionary.

Damage of Property - The damaging of a piece of owned property belonging to another, including servi.

Sacrilege - any Act that is a direct attack on Mars or his earthly representatives. This includes the damage of temples and shrines as well as attacks on members of the Priesthood

Treason - An act undertaken by a Plebeian or Legionary that is intended to disadvantage or disrupt the Legion

Disobedience - A plebeian Ignoring an order from a Legionary, or a Legionary ignoring orders from a superior officer.

Desertion - Abandoning the Legion whilst having been an active Legionary

Degeneracy - Actions that are morally or spiritually corrupt or lead to the long-term corruption of a Legionary or the Legion as a whole, especially when taken with one's own self-interest or pleasure in mind.
Cowardice - Refusal to fight a winnable battle on the grounds of fear.

Corruption - A Legionary utilising the Legion’s resources for his own personal goals, especially when those goals are entirely of their own self-interest

Theft - see 'property' section.

ILLEGAL SUBSTANCES
While no list can possibly cover everything, a general rule of thumb is that if a substance is a highly manufactured chemical that would need an advanced lab or prewar chemicals to make, or has significant addictive or mind altering effects on the user, it is Illegal.

-PSYCHO

-JET

-MEDX

-MENTATS

-TURBO

-SLASHER

-BUFFOUT

-CATEYE

-STIMPACK AND SUPER STIMPACK

-FIXER - of particular disdain, as it allows one to hide their addiction and indulge in degeneracy without consequence.

Punishments
Punishments for a crime are divided based on one’s rank within the Legio. Generally, the same crime warrants a more severe punishment if committed by a high ranking legionary than if it is committed by a servus, Plebiean, or lower ranked Legionary

To re-iterate, Centurions have ultimate life and death control over the men of their Cohort, and can typically issue any punishment for any crime, within reason. However, a Centurion should seek to ensure the punishment fits the crime. A legionary who speaks with disrespect may have his tongue removed, one who flees from battle may be placed in a pit with a Yao guai armed with nothing but a knife, and so on. But in general, there are six tiers of punishments

1-Verbal : criminal is shamed, mocked, and is to be treated with disrespect, their failing told to all and even lower ranks may treat and speak to them without respect.

2-Corporal: criminal is beaten, whipped, flogged, or mutilated in some way

3-Demotion : criminal is demoted or, if they are already a low rank and their crime severe enough, enslaved.

4-Crucifixion : criminal is placed upon the cross

5-Fustuarium : criminal is beaten and stabbed to death by an assemblage of all Legio present, and then revived with demotion

6-Permanent death: Criminal is killed in such a way they can not be revived. By default, burning to ash so that the fire of Mars may cleanse their soul.

PROPERTY
In the Legio, no one but Mars and Caesar truly ‘own’ property. However, members of the Legio and plebians may ‘own’ equipment and possessions in respect to the ideas of theft, sabotage, and keeping personal weapons, armor, wealth, and provisions for pragmatic purposes. For another to take these things without just cause, especially in secret or an underhanded fashion is the crime of theft and a dishonorable act.

Higher ranking Legio officers retain the right to requisition or transfer these items with three exceptions:

Any weapon or armor claimed by a bellator on the field of battle as a result of slaying an enemy is theirs to keep in the truest sense, As Mars has gifted it to them as a boon for their strength and bravery. A higher officer may not demand weapons and armor looted by a lower Legionary from their own fair kill simply because the higher officer desires it. However, if such equipment bears the iconography of another nation, tribe, faith, or such, said marking must be covered or converted in some way before the equipment may be used in battle.

Standard-issue equipment: Equipment that is the standard, default issue of the Legio for a specific rank or role may not be arbitrarily revoked or restricted by a higher officer, except on an individual basis as punishment for a specific infraction. It is standard issue for a reason.

Dueling and honor
Duels are initiations of mutual combat between two individuals, to be initiated as a result of either disrespected honor or perceived weakness on one or both combatants.
Any Legionary can challenge any other Legionary to a duel, the exception being Centurions may only be challenged for their position by an Optio or Decanus. If a legal duel is denied it is taken as admission of fault by the challenged party.

Duels are to be conducted with no armor, and weapons of equal measure, there must be a neutral third party, ideally a priestess or higher officer than either of the duelists present to officiate the duel.

After a victor is decided, the defeated must be restored to health. The loser may not be put to death for defeat, unless the accusation was one that would typically result in a death sentence. IE: accused is a Centurion said to have used illegal chems.

Specific parameters for what each party is offering must be determined before the Duel. for example, if the duel is to challenge a higher officer for his position, then this must be stated beforehand. The accuser must offer something of equal value to what they demand of the accused, to prevent a glut petty duels with no consequence for the accuser should they lose.

=== ADMINISTRATION ===

Civilian administration - This refers to the internal governing bodies of any settlements of Plebeians. These governments are generally free to be entirely self-governing and self-policing, with a few important exceptions:

-The plebeian government must obey all commands and requisitions made of it by the Legio. If a demand is found to be excessive or corrupt, the government may petition the Legatus to overturn it, but must still follow it until then. Abuses of this power by a Centurion demand harsh punishment.

-The plebeian government may not pass laws or allow behavior that blatantly contradict the laws and morals of the Legio and Mars

-The plebeian government may not privately enter into diplomatic relations of its own volition with any other entity without the consent of the Legio.

Legio administration - Each administrative district of the Legio is typically centered around a castrum or similar military installation. These installations will be commanded by a Centurion. The centurion assigned to a region holds absolute life and death authority over the Bellatores assigned to him. This does not mean his power to execute is without checks. A Centurion found to kill or punish his Bellatores without just cause will be subject to punishment.

The powers for the assigned Centurion of a region include the ability to pass laws for that area’s plebeian population, so long as they do not conflict with the Law of the Legio, and to make requisitions of resources and men from Plebeian populations. The Centurion may enslave any dissolute found within their administration area.

ROLES AND DIVISION OF POWERS BETWEEN PRIESTHOOD AND LEGION
The Priesthood of Mars includes all women who serve as the speakers and judges of Mars’ will within the Legio. They are to be viewed legally as the property of Mars, thus any attack or harm unto them is seen as an attack on Mars himself. Any accusation against a priestess of committing a crime or sin must be treated with special care and scrutiny.

Priestesses of Mars hold absolute authority within her assigned temple, and command all Auxiliary and Acolytes and Servus under them as a Centurion does his bellatores. The ranking Priestess of an Area has the power to accuse and investigate anyone of crimes of a religious nature, such as blasphemy, the use of sinful substances, and has the authority to determine punishment for such infractions.

The Command between a ranking Legio officer and ranking priestess is a balance in which neither must step outside of their assigned roles and powers.

STATUS OF DISSOLUTE AND LESSER GROUPS
Women - Those born of Venus, Women may not own property and may never be legionaries. Women who are members of the Priesthood are considered the property of Mars, owned directly by him.

Servus - any person owned by another. In the case of Legio castrum slaves they are considered owned by the Legio as a whole and are beholden to the assigned Centurion or anyone he places in command of them. Servus must obey commands given by their master.

Monstrum - creatures that show human level intelligence but are not human. They may become servus, but may never become bellatores or members of the Priesthood.

The dissolute - those that live outside the Legio and its laws. They have no protections within Legio land, even less so than Servus. Special exceptions may be given on a case by case basis, such as visiting diplomats from dissolute nations.

TREATMENT OF SERVUS
Servus who are under direct ownership of the Legio are to obey any and all Legio, with priority given to Auxiliary and members of the priesthood. A servus must obey the command of the highest officer in such a case as they receive conflicting commands. Servus have more leniency in their punishments than others, as they are the newest and lowest members of the Legio, they must be shaped into proper form by many smaller punishments. Things that would warrant death or crucifixion for a higher rank such as talking back, use of degenerate substances, profligate clothes, hairstyles, behavior, or beliefs should be met with whipping and verbal correction.

This does not, however, mean that Servus are to be abused. A servus is a Legionarie or Auxiliary to be, their purpose is to serve, learn, and be shaped into a mighty weapon of Mars. To punish, beat, or mistreat a Servus who has done no wrong, or has even been diligent and steadfast in their work is in a way a form of low treason, poisoning the image of the Legio in the eyes of its future. Unwarranted abuses of the servus teach them the Legio is not ‘hard but fair’, but simply cruel for its own sake. This cannot be tolerated.

FRUMENTARII
Frumentarii are an exception to all rules listed hereto. Due to their unique status in the Legio, they may operate with impunity so long as they can provide reasonable evidence that their actions were necessary for the operation they were engaging in, that said operation provided a net benefit over any disadvantage it may have caused, and that they operated wholly with the interests of the Legio in mind. Any case in which a frumentarii is believed to have acted in excessive of what is necessary in regards to violating normal rules of the Legio should be taken to the ranking Centurion or Legatus.

All ranks should be presumed to be open to men only, unless stated otherwise.

style="background:#2a0a0a; color:#ff8080; padding:6px;" |Role

However, this is made optional via the active playing Centurion in how they exactly follow.
style="color:#88cc88;" |Permitted
Healing Powder / Poultice, Regenerative Mesh, Mourning Poultice, Ephedra (Ephi), Charcoal, Saline Glucose, Mannitol / Neurine, Brahmin Milk, Cleansing Powder, Bitterdrink, Antidote
style="color:#cc6666;" |Forbidden

=== LEGAL DEFINITIONS ===

Degeneracy - Actions that are morally or spiritually corrupt or lead to the long-term corruption of a Legionary or the Legion as a whole, especially when taken with one's own self-interest or pleasure in mind.

=== ADMINISTRATION ===

Priesthood - The Priesthood of Mars includes all women who serve as the speakers and judges of Mars’ will within the Legio.

Monstrums - creatures that show human level intelligence but are not human.

Degeneracy - Actions that are morally or spiritually corrupt or lead to the long-term corruption of a Legionary or the Legion as a whole, especially when taken with one's own self-interest or pleasure in mind.

-FIXER

=== ADMINISTRATION ===

Priesthood - The Priesthood of Mars includes all women who serve as the speakers and judges of Mars’ will within the Legio.

Monstrums - creatures that show human level intelligence but are not human.
