Expectation of Conduct
All service members of the NCRA are expected to uphold the principles stated in their oath of enlistment or commissioning.
- To bear allegiance to the New California Republic and its Constitution.
- To support and defend the New California Republic against all enemies, foreign and domestic.
- To obey all lawful orders of the President of the New California Republic and all lawful orders issued by superior officers.
- To preserve the good order, discipline, and reputation of the New California Republic Army.
- To protect NCR citizens and property where reasonably possible.
All personnel, whether on or off duty, are expected to obey the laws of the New California Republic.
Articles of Command
Article 1 - Lawful Authority
All personnel shall obey lawful orders issued by Officers, Non-Commissioned Officers, Military Police, Provost personnel, or any other person properly empowered by NCR law or military regulation.
An order requiring personnel to knowingly commit an unlawful act shall not be considered lawful.
Personnel are not required to obey an unlawful order.

It may be administered by authorized NCOs and Officers.
Punishment must remain proportional to the offense and may not be unusually cruel, dangerous, or arbitrarily imposed.
Non-Judicial Punishment may include:
- Verbal reprimand.
- Forfeiture of Pay.
- Extra Duty.
- Physical Training.
- Diminished Rations where medically safe.
- Confinement to Quarters.
- Temporary Confinement to Brig.
- Temporary restriction from certain duties.
- Temporary confiscation of issued equipment.
- Loss of Rank with approval from a Lieutenant or higher.
Officers and NCOs may create other reasonable disciplinary measures where appropriate.
Criminals and Prisoners of War
Individuals held by the NCRA generally fall into one of three categories:
- Criminal.
- Military Detainee.
- Prisoner of War.
Criminals
Criminals are persons not acting as members of a military organization presently in a state of war with the NCR who are reasonably believed to have committed an offense against NCR law.
This may include persons who have:
- Broken NCR law inside NCR-controlled territory.
- Committed terrorism against NCR citizens or personnel.
- Deliberately undermined NCR military operations.
- Destroyed NCR property.
- Stolen NCR property.
- Attacked NCR citizens or military personnel.
Criminals shall be treated humanely.
They shall be provided reasonable access to:
- Food.
- Water.
- Clothing.
- Shelter.
- Necessary medical treatment.
Prisoners who remain non-resistant may not be deliberately harmed.
Non-lethal force may be used where reasonably necessary to control resistance or attempted escape.
Lethal force may be used where the prisoner creates an immediate threat of serious injury or death.
Prisoners may perform manual or menial labor but may not be deliberately assigned inhumane or lethally hazardous labor.
Military Detainees
A Military Detainee is a person temporarily held due to an immediate security, operational, investigative, or intelligence concern.
Detention itself is not punishment.
The person's status should be determined by Command or Military Police as soon as reasonably practical.
Prisoners of War
Prisoners of War are members of an organization, nation, faction, or army presently engaged in hostilities against the NCR.
POWs shall be treated humanely.
They must receive:
- Food.
- Water.
- Shelter.
- Basic clothing.
- Necessary medical treatment.
POWs may be searched, restrained, interrogated, and confined.
Non-lethal force may be used to control resistance or attempted escape.
POWs shall not be:
- Tortured.
- Deliberately starved.
- Used as human shields.
- Deliberately exposed to lethal labor.
- Used to falsely lure hostile personnel into an ambush.
- Arbitrarily executed.
POWs may perform reasonable manual labor.
POWs may not be executed, exchanged, released, or transferred without authorization from the Commander, Acting Commander, High Command, or another authority specifically empowered to authorize such action.
Any Commander ordering an execution, exchange, or transfer for personal, retaliatory, corrupt, or otherwise unlawful reasons may be held criminally responsible.

Misdemeanor (MR)
Misdemeanors are crimes or disciplinary violations which generally do not directly or seriously hinder the capabilities of the NCRA.
Misdemeanors normally result in Non-Judicial Punishment with the recommended punishment being physical training (push ups, running, etc) or brief detainment (no more than 10 minutes). Repeated or aggravated Misdemeanors may be elevated to a Major Offense.

| Fraternization with the enemy | Maintaining unnecessarily friendly or familiar relationships with members of hostile organizations without legitimate military purpose. |
| Undisciplined Behavior | Conduct substantially contrary to ordinary military discipline or good order. |
| Disrespect to Uniform | Refusing or failing to properly wear the appropriate NCRA or NCRR uniform without authorization. |
| Theft | Knowingly taking another person's property or NCR property without authorization. |
| Away Without Official Leave (AWOL) | Leaving an assigned installation, post, patrol, or duty without authorization or required notification. |

Other punishments of similar severity can be employed, at the discretion of the person delivering the punishment.

Capital Offense (CO)
Major Crimes are to be considered crimes that directly hinder the capabilities of the NCRA, and are serious enough to possibly warrant a Capital Punishment.
While Capital Punishment in such cases is permitted, it can still be punished in a number of other ways like Demotion or Dishonorable Discharge, at the discretion of the person delivering the punishment.

| Insubordination, Major | Deliberate disobedience of lawful orders resulting in NCR casualties, mutiny, mass desertion, or catastrophic operational damage. |
| Treason | Knowingly assisting enemies of the NCR or deliberately acting to seriously undermine the Republic. |
| Kidnapping | Unlawfully seizing, moving, or confining another person through force, threat, or deception. |
| Cannibalism | Willingly and knowingly consuming a human, ghoul, or legally recognized sapient mutant. |
| Use of Mercenaries | Paying, arming, or employing non-NCR combatants to conduct military operations for the NCR without proper authorization. |
| Terrorism | Using or threatening severe violence, sabotage, or mass casualty attacks to terrorize civilians, coerce the NCR government, or cripple NCR operations. |
Emergency medical treatment provided to a wounded enemy does not alone constitute Collaboration with the Enemy.
War Crimes (WC)
War Crimes are to be considered crimes that violate NCRA’s laws of war, target non-NCRA personnel and severely compromise the intended role, objectives and perception of the NCRA.
While Capital Punishment in such cases is permitted when the punished in question is not an officer, it’s recommended to incarcerate the individual and process them for a trial by the Military Tribunal of the NCRA, especially if the crime was committed by an officer.

| Slavery | Capturing, selling, transferring, possessing, or compelling a sapient person into involuntary servitude through force, coercion, confinement, debt, or abuse of authority.
Exception: Payment, purchase, transfer, or temporary custody undertaken solely for the immediate purpose of freeing an enslaved person shall not constitute slavery or slave trading, provided the individual is released from ownership or compulsory service as soon as reasonably possible. A person freed under this exception may not be held in debt bondage, compelled to work off the purchase price, or treated as property on account of the payment made for their freedom. |
| Genocide | Deliberate actions intended to destroy, kill, or forcibly displace a substantial civilian, tribal, ethnic, religious, or other identifiable population. |
| Unnecessary Destruction of Civilian Property | Destroying civilian homes, infrastructure, settlements, or essential facilities without legitimate military necessity. |
| Internment | Imprisoning civilians for prolonged periods without charges, lawful authority, or legitimate military necessity. |
| Use of Nuclear, Biological and Toxic Means of War | Unauthorized use of nuclear weapons, poison gas, biological agents, contagious weapons, deliberate genetic contamination, or similar indiscriminate weapons. |
| Refusal to Give Quarter | Killing clearly surrendering or incapacitated combatants who no longer present a meaningful threat. |
| Human Shields | Deliberately using civilians or prisoners to prevent or deter lawful enemy attack. |
| Pillaging | Seizing civilian property during military operations for personal gain rather than military necessity. |
| Deliberate Attack on Civilians | Knowingly attacking civilians who are not participating in hostilities. |
Court Martial
Court Martials may be requested by:
- Command personnel.
- Military Police.
- Provost personnel.
- High Command.
- Other authorities empowered by NCR military law.
Court Martials primarily handle serious offenses involving members of the NCRA or NCRR.
Non-military personnel are ordinarily tried through civilian NCR courts rather than Court Martial.
A Court Martial is a formal proceeding and should not be treated as an instantaneous punishment.
An accused person should be informed of:
- The charges against them.
- The evidence being presented.
- The nature of the proceeding.
Where reasonably possible, the accused shall be allowed to:
- Give their account.
- Present evidence.
- Call witnesses.
- Challenge accusations.
- Request representation.
Temporary detention while awaiting Court Martial is not itself a criminal punishment.
Military Police and Provost Investigations
Military Police may detain personnel where reasonable grounds exist to believe an offense has occurred.
Major investigations should preserve:
- Witness testimony.
- Physical evidence.
- Medical evidence.
- Relevant radio recordings.
- Written orders.
- Official reports.
- Applicable chain-of-command information.
Provost personnel may assume or supervise investigations involving:
- (Senior) Officers.
- Military Police.
- Treason.
- Espionage.
- Sabotage.
- Terrorism.
- War Crimes.
- Corruption.
- Serious Abuse of Authority.
- Conflicts of interest within the local chain of command.
No Officer may terminate a lawful Provost investigation merely because the investigation concerns themselves or personnel under their command.
Executions
Execution is an extraordinary punishment and shall be used sparingly. Execution remains subject to applicable server rules concerning Round Removal. Execution must possess substantial In-Character justification.
Personnel should not be executed merely because:
- They are personally disliked.
- They insulted Command.
- They attempted escape.
- Their continued detention is inconvenient.
- They committed a minor offense.
- A superior wishes to punish them quickly.
Where reasonably possible, Military Police are expected to attempt continued detention before determining that execution is necessary.
This may include:
- Increased restraint.
- Solitary confinement.
- Relocation.
- Increased guard.
- Removal of dangerous equipment.
Military Police may carry out emergency execution where a prisoner has become genuinely impossible to safely detain and presents a continuing serious threat.
Execution may also occur under extraordinary circumstances with approval from the Commander or High Command.
All executions require a postmortem report to High Command.
At minimum, the report shall state:
- Identity of the executed individual.
- Date and approximate time.
- Location.
- Offenses or circumstances.
- Authority ordering or approving execution.
- Method of execution.
- Personnel involved.
Dress Code
All on-duty personnel are expected to follow NCRA uniform regulations.
Personnel shall wear the appropriate uniform:
- While on duty.
- While on post.
- During military operations.
- While formally representing the NCRA.
Personnel may not substantially alter or remove their uniform without authorization from the Commander or Acting Commander unless emergency circumstances reasonably require it.
Every soldier shall be provided the appropriate uniform for their rank and specialization where supplies permit.
The Commander may authorize modifications due to:
- Combat conditions.
- Weather.
- Medical requirements.
- Operational necessity.
- Equipment limitations.
Personnel shall remain reasonably identifiable as members of the NCRA unless participation in an authorized covert operation requires otherwise.
Once exceptional conditions cease, ordinary uniform regulations shall resume.
Hair
Hair shall be reasonably groomed.
Hair may extend beyond the shoulder blades where it can be secured in a ponytail, braid, or bun and does not interfere with military equipment.
Hair shall not interfere with:
- Helmets.
- Covers.
- Gas masks.
- Respirators.
- Communications equipment.
- Other protective equipment.
Hair shall ordinarily remain a natural human color. Dyes, tints, or bleach may be used where the resulting color remains reasonably natural. Unnatural colors may be prohibited where they materially detract from identification or professional military appearance.
Helmets and covers may be removed indoors where appropriate.
Hygiene
Military personnel shall maintain reasonable personal hygiene whenever conditions allow.
Personnel are expected to remove or clean:
- Excessive body odor.
- Dirt.
- Blood.
- Vomit.
- Chemical contaminants.
- Other substances which create a hygiene or medical concern.
Personnel returning directly from combat, field operations, medical emergencies, or similarly demanding circumstances shall be given reasonable opportunity to clean themselves before disciplinary action is considered.
