=== LEGAL DEFINITIONS ===
Legio - All land which falls under the control of the children of Mars, loyal to the god of bellum and his Augustus, and all those who fight or preach in the name of Mars.
Plebian - any adult person who lives within the land of the Legio and pays tribute but does not fight for Mars or live and march with Legio Bellatores. This includes people living in tribute towns and Caravaneers given the right to trade in Legio land.
Dissolute - any person who lives outside of Legio land and does not follow Mars.
Servus - property, they are those whose duty is to serve and obey their masters. All children under 18, women, and monstrum are considered servus by default.
Monstrum - any non-human who has the intelligence to speak and act as a human does.
Legionary - Member of the Legion directly within its command structure.
Sins - any act considered an affront to Mars
Civil and Military law - Civil governments are the laws and rulers of those towns that pay tribute to the Legio, and any Legio officer assigned to oversee them. Military, or ‘legio’ government is the rule of and by the Bellatores of Mars directly.

The following laws apply overall to both Legionaries and Plebeians. Servii and Monstrum are irrelevant, as they are property.
Murder of a Plebian - the illegal killing of a Plebeian without just cause, such as in self-defense, or in preventing degeneracy.
Murder of a Legionary - The illegal killing of any Legionary. The killing of women who perform duties adjacent to bellum - such as Auxiliary, Frumentarii, and Explorers is to be treated for all intents and purposes as killing of a Legionary.
Damage of Property - The damaging of a piece of owned property belonging to another, including servi.
Sacrilege - any Act that is a direct attack on Mars or his earthly representatives. This includes the damage of temples and shrines as well as attacks on members of the Priesthood
Treason - An act undertaken by a Plebeian or Legionary that is intended to disadvantage or disrupt the Legion
Disobedience - A plebeian Ignoring an order from a Legionary, or a Legionary ignoring orders from a superior officer.
Desertion - Abandoning the Legion whilst having been an active Legionary
Degeneracy - Actions that are morally or spiritually corrupt or lead to the long-term corruption of a Legionary or the Legion as a whole, especially when taken with one's own self-interest or pleasure in mind. Cowardice - Refusal to fight a winnable battle on the grounds of fear.
Corruption - A Legionary utilising the Legion’s resources for his own personal goals, especially when those goals are entirely of their own self-interest

==== Punishments ====
Punishments for a crime are divided based on one’s rank within the Legio. Generally, the same crime warrants a more severe punishment if committed by a high ranking legionary than if it is committed by a servus, Plebiean, or lower ranked Legionary
To re-iterate, Centurions have ultimate life and death control over the men of their Cohort, and can typically issue any punishment for any crime, within reason. However, a Centurion should seek to ensure the punishment fits the crime. A legionary who speaks with disrespect may have his tongue removed, one who flees from battle may be placed in a pit with a Yao guai armed with nothing but a knife, and so on. But in general, there are six tiers of punishments

==== PROPERTY ====
In the Legio, no one but Mars and Caesar truly ‘own’ property. However, members of the Legio and plebians may ‘own’ equipment and possessions in respect to the ideas of theft, sabotage, and keeping personal weapons, armor, wealth, and provisions for pragmatic purposes. For another to take these things without just cause, especially in secret or an underhanded fashion is the crime of theft and a dishonorable act.
Higher ranking Legio officers retain the right to requisition or transfer these items with three exceptions:
Any weapon or armor claimed by a bellator on the field of battle as a result of slaying an enemy is theirs to keep in the truest sense, As Mars has gifted it to them as a boon for their strength and bravery. A higher officer may not demand weapons and armor looted by a lower Legionary from their own fair kill simply because the higher officer desires it. However, if such equipment bears the iconography of another nation, tribe, faith, or such, said marking must be covered or converted in some way before the equipment may be used in battle.
Standard-issue equipment: Equipment that is the standard, default issue of the Legio for a specific rank or role may not be arbitrarily revoked or restricted by a higher officer, except on an individual basis as punishment for a specific infraction. It is standard issue for a reason.
==== Dueling and honor ====
Duels are initiations of mutual combat between two individuals, to be initiated as a result of either disrespected honor or perceived weakness on one or both combatants. Any Legionary can challenge any other Legionary to a duel, the exception being Centurions may only be challenged for their position by an Optio or Decanus. If a legal duel is denied it is taken as admission of fault by the challenged party.
Duels are to be conducted with no armor, and weapons of equal measure, there must be a neutral third party, ideally a priestess or higher officer than either of the duelists present to officiate the duel.
After a victor is decided, the defeated must be restored to health. The loser may not be put to death for defeat, unless the accusation was one that would typically result in a death sentence. IE: accused is a Centurion said to have used illegal chems.
Specific parameters for what each party is offering must be determined before the Duel. for example, if the duel is to challenge a higher officer for his position, then this must be stated beforehand. The accuser must offer something of equal value to what they demand of the accused, to prevent a glut petty duels with no consequence for the accuser should they lose.

Civilian administration - This refers to the internal governing bodies of any settlements of Plebeians. These governments are generally free to be entirely self-governing and self-policing, with a few important exceptions:
-The plebeian government must obey all commands and requisitions made of it by the Legio. If a demand is found to be excessive or corrupt, the government may petition the Legatus to overturn it, but must still follow it until then. Abuses of this power by a Centurion demand harsh punishment.
-The plebeian government may not pass laws or allow behavior that blatantly contradict the laws and morals of the Legio and Mars
-The plebeian government may not privately enter into diplomatic relations of its own volition with any other entity without the consent of the Legio.
Legio administration - Each administrative district of the Legio is typically centered around a castrum or similar military installation. These installations will be commanded by a Centurion. The centurion assigned to a region holds absolute life and death authority over the Bellatores assigned to him. This does not mean his power to execute is without checks. A Centurion found to kill or punish his Bellatores without just cause will be subject to punishment.
The powers for the assigned Centurion of a region include the ability to pass laws for that area’s plebeian population, so long as they do not conflict with the Law of the Legio, and to make requisitions of resources and men from Plebeian populations. The Centurion may enslave any dissolute found within their administration area.

==== TREATMENT OF SERVUS ====
Servus who are under direct ownership of the Legio are to obey any and all Legio, with priority given to Auxiliary and members of the priesthood. A servus must obey the command of the highest officer in such a case as they receive conflicting commands. Servus have more leniency in their punishments than others, as they are the newest and lowest members of the Legio, they must be shaped into proper form by many smaller punishments. Things that would warrant death or crucifixion for a higher rank such as talking back, use of degenerate substances, profligate clothes, hairstyles, behavior, or beliefs should be met with whipping and verbal correction.
This does not, however, mean that Servus are to be abused. A servus is a Legionarie or Auxiliary to be, their purpose is to serve, learn, and be shaped into a mighty weapon of Mars. To punish, beat, or mistreat a Servus who has done no wrong, or has even been diligent and steadfast in their work is in a way a form of low treason, poisoning the image of the Legio in the eyes of its future. Unwarranted abuses of the servus teach them the Legio is not ‘hard but fair’, but simply cruel for its own sake. This cannot be tolerated.
==== FRUMENTARII ====
Frumentarii are an exception to all rules listed hereto. Due to their unique status in the Legio, they may operate with impunity so long as they can provide reasonable evidence that their actions were necessary for the operation they were engaging in, that said operation provided a net benefit over any disadvantage it may have caused, and that they operated wholly with the interests of the Legio in mind. Any case in which a frumentarii is believed to have acted in excessive of what is necessary in regards to violating normal rules of the Legio should be taken to the ranking Centurion or Legatus.
