OFFICIAL CLARIFICATION
Seeing someone carrying faction equipment does not automatically prove that the item was stolen.
A player who directly witnesses an item being stolen may treat the theft as escalation. A third party who did not witness the theft must confront the suspected thief and establish escalation before using lethal force.
PERMITTED CONDUCT
- Defending yourself after directly catching someone stealing from you.
- Ordering someone to return property when ownership is disputed.
- Escalating after a suspected thief refuses a clear demand to return stolen property.
PROHIBITED CONDUCT
