SUBMITTED QUESTION

Can someone immediately attack a player who is seen carrying equipment belonging to another faction?

OFFICIAL CLARIFICATION

Seeing someone carrying faction equipment does not automatically prove that the item was stolen.

A player who directly witnesses an item being stolen may treat the theft as escalation. A third party who did not witness the theft must confront the suspected thief and establish escalation before using lethal force.

PERMITTED CONDUCT

  • Defending yourself after directly catching someone stealing from you.
  • Ordering someone to return property when ownership is disputed.
  • Escalating after a suspected thief refuses a clear demand to return stolen property.

PROHIBITED CONDUCT

  • Shooting someone solely because they possess another faction's equipment.
  • Assuming an item was stolen without witnessing the theft.
  • Joining a firefight without understanding why the conflict began.

OPERATIONAL EXAMPLE

A Brotherhood Paladin catches a wastelander removing ammunition directly from the Paladin's inventory. The theft itself creates escalation, and the Paladin may respond.

An NCR trooper sees a wastelander carrying an NCR rifle near a battlefield. The trooper did not witness a theft and must first confront the wastelander rather than immediately opening fire.

ADMINISTRATIVE REASONING

This clarification distinguishes direct knowledge from assumption. It allows victims to protect their property while preventing uncertain circumstances from being used as justification for immediate lethal force.
